NRHM Scam of Chidambaram Family
The Congress-UPA Government at Centre and Gehalot Government of Rajasthan are indulged into cover up operation to protect Ziqitza Health Care Limited, a company of son’s of Congress Leaders.  Dr. Kirit Somaiya, BJP National Secretary and Chairman Scam Expose Committee today released around 150 pages of documentary evidences of NRHM Scam of Ziqitza.  The evidences also include the cover up operation issuing instructions to the Health Ministry to stop investigation and action.
The “108 Ambulance Service” National Rural Health Mission Scheme of Government of India is jointly run by the State and Central Government.  This is same scheme under which the NRHM Scam of Uttar Pradesh took place. Ziqitza is a Company having Directors/Share holders of Sons and Son-in-law of Congress leaders.

Ziqitza has been awarded contract in non-transparent manner have raised crores of rupees bills in scandalous manner with the help of benami and bogus trips of ambulances, carrying patients to and fro hospitals in Rajasthan.
Observations of the Health Ministry:-
  1. Ziqitza has been allotted contract without having transparent competitive bidding.
  2. The company has been awarded execution of NRHM project in States like Rajasthan, Maharashtra.
  3. The project is going on for two years.
  4. Queries consistently raised by officials at District level, State level and Directors, NRHM.
  5. Bills have been raised for the ambulances which do not exist/off the road, e.g. thousands trips of 50 ambulances (which were of the road) in the bill of September, 2011.
  6. Double billing of the same trips, e.g. Ramdev Mala, Jodhpur.
  7. Ziqitza has shown 55,326 trips in September, 2011 while the actual trips found 37,458.
  8. Bogus phone calls/trips observed by Ministry.

    12. The officials at NRHM took strong objections and initiated action against the company.
    13. Cover up operations initiated Chief Secretary; Health Secretary held urgent meetings and issued directives to stop investigation and action.
    Dr. Kirit Somaiya demanded investigation of NRHM Scam by Special Investigation Team. Dr. Somaiya also produced the copies of official documents of Health Ministry, NRHM, investigation, action, cover up operation and the records of the company including names of Directors/Share Holders.

      Ziqitza Health Care Limited (ZHL) is the first private ambulance company in India that provides service for all, regardless of income, and is one of just three organized operators in the country. In 2007, the company had 10 ambulances in Mumbai. Now it has more than 635 Ambulances across Mumbai, Kerala, Bihar, Rajasthan, and Punjab. By 2012, ZHL expects to have 1,000 Ambulances serving millions of people.
      The Challenge
      • Mumbai and other cities in India lack reliable ambulances or emergency medical response services. To get to the hospital, people use auto rickshaws, private cars or van “ambulances” that have no medical equipment or trained technicians. More often than not these ambulances function as hearses.
      The Innovation
      • Ziqitza Health Care Limited (ZHL) was founded in 2005 by a group of young professionals who witnessed the disparity between emergency services in India and the U.S. ZHL operates state-of-the-art 24/7 call centers with ambulance tracking systems, and equips ambulances with personnel trained in basic and advanced life support. ZHL’s training programs are certified by the American Heart Association and New York Presbyterian Hospital.
      • In Mumbai, ZHL uses a sliding price scale that depends on a customer’s ability to pay – the fee is determined by the hospital type selected by the patient. All accident victims, disaster victims, and unaccompanied victims are transported free of charge. In other locations, calls are subsidized by the government and in some cases patients also pay a small fee.
      The Impact
      • The company has grown quickly. ZHL operates more than 635 Ambulances across Mumbai, Kerala, Bihar, Punjab, and Rajasthan. The company served over 645,000 people since 2005. To date ZHL has been awarded 80 million USD in government contracts to provide free or subsidized service in several states. By 2012, ZHL plans to have 1,000 ambulances serving millions of people.
      • The company conducts Free Health Check Up Camps for local communities.
      • In November 2008, ZHL was the first Ambulance service to arrive at the Taj and Trident Hotels during the Mumbai terrorist attacks. ZHL was also the first to reach the scene of the July 2011 bomb blasts in Mumbai at Zaveri Bazaar, Opera House, and Dada, saving 11 lives.
